Hlanganisa seeks to recruit consultants: various positions

This year Hlanganisa Institute for Development Southern Africa celebrates fifteen years of existence as a champion for the rights of marginalized groups. Having started in 2006 as Hivos South Africa, Hlanganisa has grown into a South African civil society organization grounded in the challenges and opportunities of many South Africans who continue to experience discrimination and poor access to their socio- economic rights.

As Hlanganisa charts its way into the future, the organization recognizes the need to reflect on its strategy and objectives in order to ensure that it continues to deliver a credible and relevant service to its partners. Hlanganisa would like to appoint the services of a consultant to work with management and the board to reflect on the organization, past and present, and deliver a strategic plan that will define and outline the organization’s priorities for the next 5 years.

Hlanganisa invites suitably qualified candidates to submit applications for the following positions:

  1. Consultant for Strategic Review Process


The overall objective of this consultancy is to develop a 5-year Strategic Plan for the period 2022 – 2026, to ensure that the Hlanganisa remains relevant, effective and efficient in the face of growing challenges and opportunities in the social justice sector.


The scope of work for the Consultant will include but not limited to:

  • Familiarization with the history, review the vision, mission and objectives of the organisation
  • Conduct a participatory rapid assessment of performance (i.e. key results, lessons learnt, achievements and emerging issues – challenges and opportunities) in respect to implementation of the current strategic plan;
  • Undertake stakeholder mapping and analysis from within and outside the social justice sector to enrich the shaping of Hlanganisa’s key focus over the next 5 years
  • Undertake a situation analysis of Hlanganisa’s work including: its Strengths, weaknesses, opportunities and threats and competitive advantage as a means to greater effectiveness and accountability in the sector;
  • Through a consultative process and application of appropriate tools of analysis (including an environmental scan), identify focus areas; long term goals, strategic objectives, key result areas for the organisation;
  • In consultation with Hlanganisa team propose strategies for achieving the organisation’s goals, strategic objectives and key results;
  • In consultation with the Hlanganisa team develop a Results and Resources Framework for the plan period;
  • Propose monitoring and evaluating strategies and mechanisms to ensure the effective implementation of the strategic plan;
  •  Finalize and submit final strategic plan to Hlanganisa’s Board of Directors.


The key deliverables are:

  • A 5-year strategic plan and budget, 2022-2026;
  • A strategic plan monitoring and evaluation framework;
  • Reports on the process including stakeholder consultations and validation workshops.

The consultant will report to the strategy review committee who will be responsible for:

  • Supervision of the consultant;
  • Provide the necessary information and documents;
  • Provide administrative and logistical support to the consultative and validation processes.


The consultant will be paid professional fees as compensation for his/her technical/professional expertise and time invested in the delivery of the expected outputs. This will be discussed and agreed at contracting. Total number of days = 20 days over a period of 3 months.


  • The Consultant shall be a person of high integrity and competence in application of the task at hand for the period required.
  • Except with prior agreement with Hlanganisa, the Consultant shall not publicize or make public through media or in private any (part) of the raw or finished material, recommendations or information provided within the framework of this contract.
  • All reference materials belonging to Hlanganisa that the Consultant may have in possession by virtue of the contract shall be surrendered to the organisation at the end of the contract.


Academic Qualifications

  • Relevant Master’s degree in any of the following academic disciplines: Organizational development and psychology; Public Management/ Administration


  • Over five years professional experience in strategic planning and management consultancy.
  • Understanding of social justice is essential.
  • Prior work experience in organizational and change management is essential.
  • Demonstrated experience in working with grassroots organisations, private foundations, civil society organisations and other stakeholders.
  • Experience in area of grant-making, capacity enhancement and advocacy will be an added advantage.

Skills and Competencies:

  • Writing: Proven excellent written and oral communications skills in English; Excellent writing and reporting skills.
  • Communication: Application/use of innovative and effective tools for stakeholder’s engagement in the collection of required information and feedback; Demonstrates excellent interpersonal and professional skills in respect to engagement with stakeholders and partners; Excellent analytical, facilitation and communication skills for effective stakeholder engagements.
  • Self-management: Ability to work with minimal supervision; Must be results-oriented, a team player, exhibiting high level of enthusiasm, diplomacy and integrity Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines.


The consultant is expected to interpret these ToRs and submit an expression of interest with a technical and financial proposal for delivery of the expected outputs.

  1. Call for Proposals: Development of Community Engagement Training Manual for Community Advice Offices


Hlanganisa is an innovative intermediary grant maker whose vision is to strengthen social accountability and promote human rights in pursuit of social justice.  Supporting access to justice initiatives at community level is a key component of this work particularly for those considered of lower economic position, literacy and geographical location. Hlanganisa has closely worked with the community advice office sector to support their efforts in providing alternative dispute resolution, human rights awareness and citizens’ confidence in the court justice system. While access to justice is not only limited to the justice system, this system also remains inaccessible to those at the lowest rung of social and economic ladders.

Through community-based paralegals, community advice offices straddle across all aspects of access to justice and this includes educating citizens to make use of existing institutions and processes.  Certain members of society have been historically sidelined and community advice offices play an important role in bridging this gap between the noble intentions of the Constitution and Bill of Rights and the realization of these ideals. The public’s confidence in the justice system has waned through the years and Hlanganisa seeks to develop a training manual that seeks to equip communities to engage with the formal justice system through a lens of social accountability as well as access to justice. The training manual will be used as a tool to capacitate community advice offices to support their community members becoming active citizens able to hold relevant institutions accountable for access to justice for all including marginalized communities.

HIDSA invites interested (and qualified) candidates to submit expressions of interest to develop an unaccredited training manual for our community advice office partners. The expression of interest needs to demonstrate clear purpose and learning outcomes. The training manual will take a master trainer approach with the primary target audience, community advice offices.


The consultant should have minimum of 10 years’ experience in training and developing materials/curriculum development, presentation and facilitation skills and proven track record in creating instructional materials for adults.

Knowledge and understanding of the development sector (particularly community development), comprehensive knowledge of the justice system, understanding of the dynamics and progression of the NPA, strong technical writing skills for high quality documents and reports, access to justice at community level as well as an understanding of the role of community-based paralegals.


Minimum of a bachelor’s degree in Law/Development Studies/Community Development/Social Sciences, Communications, Education, Training and Development, Industrial Psychology or equivalent.


  • A cover letter highlighting the consultant’s interest, relevant experience and qualifications.
  • Detailed proposal with outline structure for the proposed training manual.
  • A CV with relevant and contactable references and list of previous materials developed.
  • An example of a previous relevant piece of work.
  • Proposed budget (cost/fees) for the consultancy with a maximum of 10 days.

Hlanganisa anticipates that there will be no travel or additional logistics costs for this assignment.

The deadline for proposal submissions is 17h00 on 1st March 2021. Late submissions will not be accepted. Only shortlisted applicants will be contacted and/or advised of the outcome.
