Community Advice Offices (CAO) play a huge role in marginalised South Africans’ lives, by enabling their access to justice through free information and paralegal services. Under this project, HIDSA supports 6 hub offices in Xhariep, Lejweleputswa, Thabo Mofutsanyana, Mangaung and Fezile Dabi districts. The Free State Hub Project is a CS Mott Foundation supported project conceptualised by the then Free State Community Advice Offices of South Africa (CAOSA) in partnership with Hlanganisa in 2012. The hub model comprises five district Hub offices who are tasked with identify less established CAOs in their district and enter into a formal mentorship agreement with the aim of equipping them. Each district Hub office, under the guidance of the provincial CAOSA structure, acts as a mentor for one mentee CAO in each municipality falling under their jurisdiction. The Free State CAO hub model aims at contributing to the development of Community Advice Offices in the Free State through grant-making, capacity building and onsite mentorship as well as facilitation of networking, brokering relationships and coalition building.
